PREAMBLE
American Transmission Co. contracting with W.A. Chester LLC (Contractor) has proposed a project to replace an underground transmission line that runs from the Blount Substation on South Blount Street to the East Campus Substation located near East Campus Mall. The proposed project includes the replacement of existing cable (completed in June 2020) and installation of new cable through existing underground conduit. Allowing the Contractor to work outside the hours of 7 AM to 7 PM will limit the impact and delay to the traveling public, assist in maintaining the safety of the general public and the Contractor and improve the efficiency of the Contractor. Work between the hours of 7:00 PM to 7:00 AM will be allowed only on a limited basis and must be preapproved by the City Engineer.
Madison General Ordinance Section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM. with the passage of a resolution and a hearing before the Board of Public Works.
The work associated with the project cannot be fully constructed between the hours of 7:00 AM to 7:00 PM because:
1. Large equipment is required to pull the new transmission cable through existing underground conduit. An approximately thirty-seven-foot-long PDI Puller (and associated support equipment) and a semi-trailer containing three large aluminum reels and a bull wheel tensioner will pull cable from one manhole to the next. This equipment will be in service near the manholes located near North Carroll Street & West Johnson Street and near North Hancock Street & East Johnson Street.
