PREAMBLE

American Transmission Co. contracting with W.A. Chester LLC (Contractor) has proposed a project to replace an underground transmission line that runs from the Blount Substation on South Blount Street to the East Campus Substation located near East Campus Mall.  The proposed project includes the replacement of existing cable (completed in June 2020) and installation of new cable through existing underground conduit. Allowing the Contractor to work outside the hours of 7 AM to 7 PM will limit the impact and delay to the traveling public, assist in maintaining the safety of the general public and the Contractor and improve the efficiency of the Contractor.  Work between the hours of 7:00 PM to 7:00 AM will be allowed only on a limited basis and must be preapproved by the City Engineer.

Madison General Ordinance Section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM. with the passage of a resolution and a hearing before the Board of Public Works. 

The work associated with the project cannot be fully constructed between the hours of 7:00 AM to 7:00 PM because:

1. Large equipment is required to pull the new transmission cable through existing underground conduit. An approximately thirty-seven-foot-long PDI Puller (and associated support equipment) and a semi-trailer containing three large aluminum reels and a bull wheel tensioner will pull cable from one manhole to the next. This equipment will be in service near the manholes located near North Carroll Street & West Johnson Street and near North Hancock Street & East Johnson Street. Combined dimensions of construction equipment and clearance requirements will require limiting East Johnson Street to one travel lane near these two manhole locations during construction.  City Engineering has requested that construction activities that disrupt live traffic lanes to take place during off-peak traffic hours in order to minimize the disruption and delay to the traveling public.  The duration of work time required to replace the underground transmission line will require the Contractor to utilize off-peak work hours beyond the normal work hours of 7 AM to 7 PM. 

The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:

Construction activities involving the replacement of underground transmission cable via the manholes located North Carroll Street & West Johnson Street and near North Hancock Street and East Johnson Street. Contractors will be allowed to perform this work between the hours of 7:00 PM to 7:00 AM if the proposed work is preapproved by the City Engineer.  It is expected that this night-time work associated with cable placement will require roughly one week at each manhole location. Splicing is a 24hour/day activity with an approximate duration of three days during the week-long work. Work will be limited to the parking lane on Johnson Street during splicing.

All work that takes place beyond the normal work hours of 7:00 AM to 7:00 PM must be preapproved by the City Engineer.   Excessively loud construction operations, such as pile driving, sheeting driving, pneumatic hammering or concrete breaking are not anticipated for this project and will not be allowed during the hours between 9:00 PM to 7:00 AM.

In order to minimize the noise associated with the specialized pulling equipment the contractor will install a temporary noise barrier panel system around the equipment.  The sound panels are constructed with multiple layers of noise absorbing and blocking material.

Vehicles equipped with back-up alarm systems will be positioned early in the evening and remain in place throughout the work period.  Vehicles will be in place prior to 9:00 PM.

NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM to 7:00 AM on n West Johnson Street near North Carroll Street and on East Johnson Street near North Hancock Street are hereby approved in accordance with section 24.08(3) of the Madison General Ordinances, and,

BE IT FURTHER RESOLVED, that the construction activities outside of the hours of 7:00 AM to 7:00 PM are limited to those activities identified in this resolution and are limited to the hours specified, and,

BE IT FURTHER RESOLVED,  that the approval of that construction work, as provided in this resolution shall expire on December 31, 2020.
