Fiscal Note
The 2020 capital budget includes $500,000 to conduct studies associated with BRT implementation (MUNIS Project 12777). This funding was included through Amendment #3 adopted by the Common Council. The proposed resolution will authorize $436,135 for a Metro design study and will be funded through GO Borrowing.
Title
A RESOLUTION authorizing the Mayor and City Clerk to enter into a two-year competitively selected service contract with Jarrett Walker and Associates for Metro Transit Network Design Study consulting services.
Body
WHEREAS, Metro Transit requires consulting services in order to pursue their multiyear initiative; and
WHEREAS, Metro Transit worked with the Purchasing Division to issue RFP #8913-0-2020-BP to solicit proposals for such services, and received 5 proposals; and
WHEREAS, an evaluation team consisting of Purchasing and relevant Department staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, skill, equipment, past performance, and Jarrett Walker and Associates was selected through this process; and
WHEREAS, to complete the consulting work, a two-year contract is required, and Jarrett Walker and Associates proposed a contract price not to exceed $436,135 to perform a study and prepare a report and accomplish all of the other deliverables required by RFP #8913-0-2020-BP; and
WHEREAS, under MGO 4.26(3)(e), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a contract with Jarrett Walker and Associates for the purposes and at the price described above, for a term of two (2) years.
