Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM for work associated with Madison Metropolitan Sewerage District Interceptor Rehabilitation 2020 Project (Spring Street, Mills Street, Fahrenbrook Ct, Brooks Street, Braxton Place) (8th, 12th, & 13th ADs)

Body

The Madison Metropolitan Sewerage District Interceptor Rehabilitation 2020 project intends to rehabilitate approximately 4,500 linear feet of 24” diameter sanitary sewer located in Spring Street from Randall Ave to Mills Street; in Mills Street from Spring Street to Fahrenbrook Court; in Fahrenbrook Court from Mills Street to Brooks Street; in Brooks Street from Fahrenbrook Court to Milton Street; in Braxton Place; and in an easement from Braxton Place to West Washington Avenue.  The curing method associated with this project does not allow for all construction activities of the project to take place during the normal working hours of 7:00AM and 7:00PM. Construction activities will commence between June 2020 and October 2020 and will take approximately 8 weeks to complete.

 

Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works. It is anticipated that the Contractor performing this work will call for permission to perform the work required to cure in place line segments of sanitary sewer interceptors outside the hours of 7:00 AM to 7:00 PM because:

 

1.                     The CIPP process may exceed the twelve (12) hour window provided by the General Ordinance.

 

The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:

 

1.                     Cleaning of the sanitary sewer main sections to be lined to remove any accumulated debris prior to lining;

2.                     Conducting a closed-circuit inspection of the sanitary sewer mains to be lined to confirm that the line has been adequately cleaned prior to lining and to provide documentation to the district of pre-lining. conditions;

3.                     Use of generators and pumps to bypass wastewater.

4.                     Installing the resin-impregnated felt liner into the sanitary sewer main;

5.                     Using steam or heated circulating water to cure the liner in place;

6.                     Conducting a closed-circuit inspection of the lined sections of sanitary sewer mains to provide documentation to the district that all required work has been satisfactorily performed.

 

NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM on are hereby approved in accordance with Section 24.08(3) of the Madison General Ordinances., and

 

BE IT FURTHER RESOLVED, that the construction activities outside the hours of 7:00 AM and 7:00 PM are limited to those activities identified in this resolution and the hours specified, and

 

BE IT FURTHER RESOLVED, that the approval of that construction work, as provided in this resolution shall expire on December 31, 2020.
