The proposed resolution authorizes the City Clerk and Mayor to enter into a competitively selected service contract for a one-year term with four annual renewal options with Westside Psychotherapy, LLC for employee mental health and wellness services. The anticipated cost of this contract in 2020 is $135,300. The Police Department’s 2020 adopted operating budget includes $150,000 for annual wellness and mental health checks for every commissioned and civilian employee.

Body
WHEREAS, the employees of the Madison Police Department (MPD) are exposed to trauma and stress unique to working in the law enforcement profession; and,
WHEREAS, the importance of a mental health and wellness program is a well-established standard in the law enforcement community and MPD does not currently have an existing program to provide this service to employees; and,

WHEREAS, the Mayor and Common Council approved the inclusion of $150,000 in the MPD 2020 adopted operating budget for this purpose; and,

WHEREAS, MPD requires services in order to provide annual one-hour mental health wellness check-ins for both the sworn and civilian staff of the MPD, which is currently approximately 660 people; and,

WHEREAS, attendance for each employee is mandatory, though participation is voluntary; and,

WHEREAS, the service provider will offer suggestions to proactively address common stressors or other areas of concerns, and cooperate with the City’s Employee Assistance Program Manager when needed; and,

WHEREAS, MPD worked with the Purchasing Division to issue RFP #8930-0-2020-BG to solicit proposals for such services in search of providers with experience in treating people who are regularly exposed to stress ...
