Amending the timeline for final Staff Team recommendations on parking policies as adopted by RES-19-00321 (Legistar File ID 54961) on 4/16/2019.


WHEREAS, on April 16, 2019, the Common Council adopted Resolution 54961 to convene a Staff Team to address issues of on-street parking and policies that influence such parking; and


WHEREAS, the Staff Team was directed to:

                     Develop a policy that minimizes development parking impact on existing residential neighborhoods while encouraging mode shift.

                     Investigate measures to manage shared parking demand of infill development such as business, high density residential, entertainment, and special event needs and recommend associated policies.

                     Develop a policy for responding to developer requests for and or/reliance on use of city owned parking and use of public right-of-way to meet their parking and loading requirements.

                     Review current RP3 permit and enforcement revenue streams and investigate potential new costs that could be included in RP3 on-street parking rates; and


WHEREAS, final recommendations to the Transportation Policy and Planning Board are due on or before April 30, 2020, and the Transportation Policy and Planning Board is to develop and recommend ordinance and policy changes to the Common Council on or before September 30, 2020; and


WHEREAS, the Staff Team has conducted research on policy and practices related to these issues, held two listening sessions with community stakeholders, and developed options for further consideration and legal research that were presented to the Transportation Policy and Planning Board on August 5, 2019; and


WHEREAS, since the formation of the Staff Team in Spring 2019, and over the course of the Staff Team’s work, the City has initiated a partnership with Bloomberg Harvard Learning on how to Innovate in the area of Transportation Demand Management; and


WHEREAS, these projects and studies associated with Bloomberg Harvard Learning are expected to continue through the second quarter 2020, and the research and innovation techniques learned will be valuable to the Staff Team’s work toward developing policy options related to parking; and


WHEREAS, Staff Team resources are limited to adequately address the broad and complex scope of research and policy development within the timeline adopted; and


WHEREAS, the timeline adopted to report final recommendations and develop ordinance and policy changes of April 30th and September 30th, 2020 would not allow the Staff Team to incorporate the benefits of other current initiatives and research that will be ongoing through 2020.


NOW, THEREFORE, BE IT RESOLVED, that the timeline to report final recommendations to the Policy and Planning Board is amended to April 30, 2021.  The deadline for introduction of ordinance and policy changes to the Council shall be determined by the TPPB based on the scope of their recommendations with consideration to timing and need for additional public participation and engagement sessions and City legal team and Staff Team resources and budgets.


BE IT FURTHER RESOLVED, that the Staff Team will provide interim reports on specific issues to the Transportation and Policy Planning Board to receive input and guidance.
