Fiscal Note
The 2020 Adopted Operating Budget includes $3.45 million in Metro's purchased service budget (Service-Paratransit). The 2020 budget was increased by $250,000 in anticipation of a potential increase during the RFP process. Under the proposed contracts, the City will either be charged by trip or by hour. In instances charged by trip the rates vary from $19.99/trip to $36.18/trip. In instances charged by the hour the rate is $56/hour. All three contracts are authorized for 5 years with annual price escalations.

Authorizing the Mayor and City Clerk to enter into agreements with Abby Vans, Inc., Badger Bus Lines, Inc., and Transit Solutions, Inc. for the purpose of providing Paratransit Services to Metro Transit for a term of three (3) years from July 1, 2020 to June 30, 2023 with two one-year options, exercisable by the City, to extend the term. If so exercised, option year one would be from July 1, 2023 to June 30, 2024, and option year two would be from July 1, 2024 to June 30, 2025. Each option shall be exercised in writing by the Metro Transit General Manager at least ninety (90) days prior to the end of the original contract term.

Metro Transit is required under the Americans with Disabilities Act to provide complementary paratransit service to its fixed-route transit operations.
WHEREAS, the City developed a request for proposals which was advertised in order to obtain competitive bids for providing this service; and
WHEREAS, Abby Vans, Inc., Badger Bus Lines, Inc. and Transit Solutions, Inc. were identified as the most responsive and responsible bidders, and it was determined that the services of all three firms were necessary to meet the paratransit needs of the transit utility;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and the City Clerk are hereby authorized to enter into agreements with Abby Vans, Inc., Badger Bus Lines, Inc., and Transit Solutions, Inc. for the provision of paratransit services for a period of three (3) ...
