Fiscal Note

The proposed resolution authorizes a non-competitive contract with Envision Solar International Inc. to purchase one charging station for electric vehicles in the City’s fleet. Under the proposed terms, the City has the option to purchase additional charging stations at the quoted pricing for up to four additional years.

 

The cost for one charging station is $80,000, this purchase is funded through Fleet Service’s capital budget in the Fleet Equipment Replacement program. No additional appropriation is needed.

Body

WHEREAS, Envision Solar is currently the only source in North America for this technology. With 40 KWh, the Envision ARC charging system can charge up to two vehicles at one time at the rate of 8 miles per hour or one vehicle at the rate of 16 miles per hour. This unit can also charge vehicles such as an electric Polaris Ranger that are currently being integrated into the fleet. Other charging possibilities include wheelchairs, e-bikes, scooters, and motorcycles.

WHEREAS, this asset also is specified to have an emergency power source that can power tools and equipment during a power outage. In the event of a fuel or power outage the asset can fuel electric vehicles and sustain City transportation needs.

WHEARAS, the Envision ARC will be network connected and Point of Sale equipped, capable of charging privately owned vehicles if the City chooses. Charging privately owned electric vehicles will generate revenue from the sun.

WHEREAS, the Envision ARC charging system is completely self-sustained and can be deployed anywhere the City chooses. The EV ARC generates power with a 4.3kW array producing enough clean energy to power up to 225 e-miles in a day.

WHEREAS, MGO 4.26 requires Common Council approval of purchases of $50,000 or more if the vendor was not selected through a competitive selection process, and the reasons for selecting this vendor are set forth above and in the attached Noncompetitive Selection Request Form; and

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to execute a noncompetitive purchase, for a one year term, with option for four additional one year renewals, for solar power electric vehicle charging stations and

IT IS FUTHER RESOLVED, that the Fleet Superintendent (Mahanth Joishy) is authorized to execute up to four (4) additional one year renewals of the sole source, on the same terms and conditions as the original contract.
