Fiscal Note

The proposed resolution amends a purchase of services contract with Mead and Hunt for design work associated with electric bus infrastructure needs at the Metro Transit Bus Maintenance Facility located at 1101 E. Washington Ave. The cost for this amendment is $28,031, which is budgeted within the adopted 2019 capital budget in Metro’s Facilities Repairs and Improvements capital program. In 2019, $7.75M of GO Borrowing is budgeted within the program for these and other costs, including $475,000 of unencumbered funds. Mead and Hunts current contract totals $1,116,350 for Phase 1 and Phase 2 design and construction administration services.

Title

Authorizing an amendment to the purchase of services contract with Mead and Hunt for professional architectural and engineering services to include design of electric bus infrastructure at the Metro Transit Bus Maintenance Facility. (6th AD)

Body

WHEREAS the 2019 Capital Budget includes $7,032,586 for Metro Transit Facilities Repairs and Improvement including $475,000 currently unencumbered;

 

WHEREAS Metro Transit is planning to acquire three electric buses in early 2020 and potentially acquire up to 15 electric buses per year thereafter to replace diesel buses, which reduces emissions and operating costs.

 

WHEREAS Mead & Hunt, after a competitive request for proposal (RFP) process, was awarded and completed a building master plan study for the 1101 E. Washington Ave Metro Transit Bus Maintenance Facility in March 2018, and is familiar with the project and design requirements; and

 

WHEREAS, in addition, Mead & Hunt completed the design work associated with phase 1 of the building master plan study in 2018 which was awarded via an non-competitive purchase of services contract in early 2018 (see File # 50922):and

 

WHEREAS, in addition, Mead & Hunt completed the design work associated with phase 2 of the building master plan study in 2019 which was awarded via an amendment to the phase 1 contract in early 2019 (see File # 54606)

 

WHEREAS Future Phases of work (beyond Phase 2) will be awarded based on a competitive request for proposals (RFP) process;

 

Whereas Phase 1 construction is occurring in 2019 and Phase 2 construction is occurring in 2020;

 

WHEREAS Design work for Phase 1 and Phase 2 of the building master plan did not include scope to provide a new electrical service to the facility; and

 

WHEREAS, in addition, Metro Transit determined it was optimal for operations to utilize a larger bus charger that would require an electrical service upgrade to the facility; and

 

WHEREAS, in addition, installing the new electrical service as part of the Phase 1 construction project, reduces disruption to Metro operations and provides for easier electrical expansion as the number of electrical buses increases over time.

 

NOW, THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to amend the contract with Mead & Hunt to provide for professional architectural and engineering services related to electric bus integration needs at the Metro Transit Bus Maintenance Facility.
