Fiscal Note

The proposed resolution authorizes the Community Development Division (CDD) to allocate $160,000 as a purchase of service contract to Sankofa Behavioral and Community Health, Inc. in 2019 for the provision of on-site support services at Tree Lane Apartments. Council adopted RES-19-00153 (File #54560) amended CDD’s 2019 Adopted Operating Budget and authorized up to $275,250 for on-site supportive services at Tree Lane Apartments and to expand area youth programming capacity in order to accommodate youth residing at the property. No additional City appropriation is required with the adoption of this resolution. Continuation of the contract into 2020 is contingent upon the level of Council approved funding in the City’s 2020 Adopted Operating Budget.

Approving the selection of Sankofa Behavioral and Community Health, Inc to provide on-site support services to the families residing at Tree Lane Apartments, and authorizing the Mayor and the City Clerk to enter into a contract with Sankofa Behavioral and Community Health, Inc. to perform the specified services.

Body

WHEREAS. on February 26, 2019, the Common Council enacted RES-19-00153 (Legistar #54560), amending the City’s 2019 Adopted Operating Budget to provide funding for case management and support services to families residing at Tree Lane Apartments; and,

 

WHEREAS, RES-19-00153 authorized up to $275,250 in 2019 to help pay for on-site supportive services at Tree Lane Apartments and to expand area youth programming capacity in order to accommodate youth residing at the property; and,

 

WHEREAS, City funds authorized by the Council will supplement funds committed by Heartland Housing, Inc. and the United Way of Dane County to finance a level of support services deemed necessary to help Tree Lane Apartment residents achieve housing stability; and, 

 

WHEREAS, in order to ensure the timely provision of services to Tree Lane Apartment families, RES-19-00153 authorized the Community Development Division (CDD) to enter into a non-competitive service contract with The Road Home of Dane County, to provide on-site services through the month of August, and with Lussier Community Education Center and Wisconsin Youth Company - Elver Park Neighborhood Center, to support expanded youth programming through 2019; and

 

WHEREAS, RES-19-00153 also called on the CDD to undertake request for proposal (RFP) processes to identify organizations to provide those services on a longer-term basis; and,

 

WHEREAS, the CDD’s 2020 cost-to-continue budget includes $286,000 for ongoing on-site support services at Tree Lane Apartments, representing the annualized cost to finance those services; and,

 

WHEREAS, on May 16, 2019, the CDD issued an RFP seeking an organization or organizations to provide on-site services to Tree Lane Apartments residents including case management, mental health and youth resources coordination, and making up to $160,000 of City funds available in 2019 to support those services; and,

 

WHEREAS, in response to the RFP, the CDD received two proposals - one from The Salvation Army of Dane County and another from Sankofa Behavioral and Community Health, Inc.; and,

 

WHEREAS, CDD staff, formed a review team comprised of a staff member from the Madison-Dane County Public Health Department, a Madison Police Department mental health officer, a member of the Common Council and representatives from the United Way and Heartland Housing to assist with the evaluation of the proposals; and,

 

WHEREAS, CDD staff and members of the review team reviewed the written proposals and met with both applicants to hear oral presentations and receive supplementary information submitted in response to written questions from the panel seeking additional detail; and,

 

WHEREAS, based on its evaluation of the proposals and consideration of input offered by the review team, CDD staff recommends that Sankofa Behavioral and Community Health, Inc. be selected to provide on-site support services at Tree Lane Apartments.

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the staff recommendation to select Sankofa Behavioral and Community Health, Inc. and authorizes the CDD to allocate up to $160,000 in 2019 for the provision of on-site support services at Tree Lane Apartments and up to $286,000 in 2020 to continue those services, contingent upon funding availability in the City’s 2020 Adopted Budget; and,

 

BE IT FURTHER RESOLVED, that the Council authorizes the Mayor and the City Clerk to enter into a contract with Sankofa Behavioral and Community Health, Inc. to accomplish the purposes described in this resolution.
