PREAMBLE

The Madison Metropolitan Sewerage District (MMSD) Northeast Interceptor - Truax Extension Relief project intends to install approximately 7,800 linear feet of 42-inch diameter sanitary sewer between the intersection of Lien Road and Thierer Road to the end of MMSD’s forcemain near the intersection of Highway 51 and Rieder Road. It is anticipated that continuous dewatering of the excavation will be required, which will require pumping 24 hours a day. It is also anticipated that some weekend and evening construction will be required to meet traffic control requirements to minimize disruption to adjacent businesses. This work does not allow for all construction activities of the project to take place during the normal working hours of 7:00AM and 7:00PM. Construction activities will commence in approximately June 2019 and will take approximately one year to complete.

Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works. It is anticipated that the Contractor performing this work will call for permission to perform the work required to complete the project outside the hours of 7:00 AM to 7:00 PM because:

1. The combination of excavation depth and groundwater conditions will require continuous dewatering of the excavation, which will require generators and pumps to be running beyond normal working hours;
2. Driveways to businesses on Lien Road must be kept accessible to businesses during their working hours; so some work will be required to be completed during off-hours to avoid disrupti...
