Fiscal Note
The proposed resolution approves plan documents to receive bids for installation of three truck scales at three Streets Division locations at an estimated cost of $200,000. Funding is provided by GO Borrowing within the Streets Division’s adopted 2019 capital budget via the Streets Yard Improvements capital program.

Title
Approving plans and specifications and authorizing the Board of Public Works to advertise and receive bids for the Truck Scales Project. (9th, 14th, & 17th ADs)
Body
Whereas the Streets Division has transferred funding from the EAB project by Legistar No. 52258 for the purchase and installation of for three (3) truck scales (1 scale located at each of the following (Streets East-Sycamore Ave., Streets West-Badger Rd., and Streets Far West-South Point Rd.); and
Whereas the Streets Division has already purchased under contract the furnishing and installation of the truck scale equipment; and
Whereas this project is for site excavation, construction of on/off ramps, installation of electrical power, and other miscellaneous site preparation and pavement needs specific for each site; and
Whereas this resolution approves the plans and specifications for this project (currently in development), and allows the project to be advertised and receive bids;
NOW, THEREFORE BE IT RESOLVED
1. That the plans and specification for the Truck Scales Project, be and are hereby approved. (Plans and specifications are currently in development)
2. That the Board of Public Works be and is hereby authorized to advertise and receive bids for said project.
3. That the Mayor and City Clerk be and is hereby authorized to sign and grant easements or right-of-way release or procurement documents, maintenance agreements or encroachment agreements, as necessary and grant or accept dedication of lands and/or easements from/to the Developer/Owner for public improvements located outside of existing public fee title or easement right-of-ways.
4. That the City Engineer and Finance Director be and is hereby authorized to obtain and the Mayor and City Clerk be and is hereby authorized to execute any documents required for surveying, soils testing, inspection, and consulting services necessary for the Project in accordance with MGO Ordinances and City Policy, on a form and in a manner that has been approved by the City Attorney and Risk Manager.
5. That the City Parks Superintendent and City Streets Superintendent be and is hereby authorized to enter into an agreement of understanding permitting the Streets Division scale located at the Sycamore Ave. location to occupy portions of the access easement depicted on Lot 2 of CSM 10972, on a form and in a manner that has been approved by the City Attorney and Risk Manager.
