The proposed ordinance change increases the terms of the Common Council President and Common Council Vice President from one (1) year to two (2) years. There is no fiscal impact.

DRAFTER'S ANALYSIS: This ordinance increases the terms of the Common Council President and Common Council Vice President from one (1) year to two (2) years. There is nothing in Wis. Stat. § 62.09(8)(e) that prohibits, or restricts, the number of years an elected Common Council President and/or Common Council Vice President can serve in that elected position. The ordinance makes similar changes in the terms for the Common Council Executive Committee to be consistent with the changes for the President and Vice President.

The Common Council of the City of Madison do hereby ordain as follows:

1. Section 2.205 entitled “President and Vice President” of the Madison General Ordinances is amended to read as follows:

“2.205 PRESIDENT AND VICE PRESIDENT.
The Common Council shall at its organizational meeting on the third Tuesday of April of each every two years following an election, elect one member of the Council to act as President of the Council and another member to act as Vice President of the Common Council, pursuant to the provision of Wis. Stat. § 62.09(8)(e). The President and Vice President shall each hold a two (2) year term. The Vice President of the Common Council shall act during the absence, inability or disability of the president. Among other duties of the Council President and the Vice President, are those set forth in Secs. 2.04 (Order of Business), 3.35(10)(b) ...
