Fiscal Note
The proposed resolution amends the Engineering Facilities Management 2019 capital budget by accepting up to $125,000 of incentive cash reimbursement from Focus On Energy and appropriating up to $125,000 of additional expenditure authority to the 2019 Sustainability Improvements capital program.
The projects that are anticipated to receive cash incentives from Focus On Energy are:
Madison Municipal Building (MMB)
Midtown Police Station
Goodman Parks Maintenance Building
Goodman Pool
Engineering Operations Building Addition
Fire Station 14
Police Training Facility
The 2019 adopted capital budget authorized $750,000 of GO Borrowing in the Sustainability Improvements capital program within Engineering Facilities Management's capital budget. The program supports the implementation of Madison's Sustainability Plan via solar installations and energy efficient upgrades throughout the City.

Title
Amending the 2019 Engineering-Facilities Management Capital Budget to accept up to $125,000 of Focus on Energy incentive checks and authorize up to $125,000 of additional expenditure appropriation to spend the incentive receipts via the Engineering Sustainability Improvements capital program.
Body
WHEREAS, Focus on Energy is an energy efficiency and renewable resource program funded by the state’s investor-owned energy utilities, under Wis. Stat. § 196.374(2)(a), and participating municipal and electric cooperative utilities. The program works with eligible Wisconsin residents and businesses to install cost-effective energy efficiency and renewable energy projects. The program is administered by Shaw Environmental and Infrastructure, Inc. and/or its parent company Chicago Bridge and Iron Company or CB&I (“Program Administrator”) under contract with Statewide Energy Efficiency and Renewable Administration, Inc. (“SEERA”); and,
WHEREAS the City and Focus on Energy have entered into Incentive Agreements for various installations completed in 2018 and 2019 that improve energy efficiency and reduce operating costs; and,
WHEREAS the total incentive amount offered by Focus on Energy is not a guarantee of specific incentive amounts; and,
WHEREAS Focus on energy will determine the final incentive amounts after verification of the installations in 2019; and,
WHEREAS the City of Madison received a check for energy efficient construction of the Madison Municipal Building for approximately $28,000 from our participation in the Design Assistance Program; and,
WHEREAS the City of Madison received a check for the installation of a solar electric system at the Firestation 14 for approximately $13,000 from our participation in the Renewable Energy Competitive Incentive Program (RECIP); and,
WHEREAS the City of Madison is receiving a check, after verification, for energy efficient construction of Fire Station 14 for approximately $21,000 from our participation in the Design Assistance Program; and,
WHEREAS the City of Madison is receiving a check, after verification, for the installation of a solar electric system at the Library Support Center for approximately $15,000 from our participation in the Renewable Energy Competitive Incentive Program (RECIP); and,
WHEREAS the City of Madison is receiving a check, after verification, for the installation of a solar electric system at the Engineering Operations Building for approximately $20,000 from our participation in the Renewable Energy Competitive Incentive Program (RECIP); and,
WHEREAS the City of Madison is receiving a check, after completion and verification, for the installation of a solar electric system at the Goodman Parks Maintenance Building for approximately $15,000 from our participation in the Renewable Energy Competitive Incentive Program (RECIP); and,
WHEREAS the City of Madison is receiving a check, after verification, for the installation of a solar electric system at Midtown Police District for approximately $4,000 from our participation in the prescriptive solar electric program; and,
WHEREAS the City of Madison is receiving a check, after verification, for participating in the retrocommissioning program at the Police Training Center for approximately $4,000; and,
WHEREAS the City of Madison is receiving a check, after verification, for the installation of a direct digital control system at the Goodman Pool for approximately $4,000 from our participation in the Custom Business Incentive Program,
NOW, THEREFORE BE IT RESOLVED that the 2019 Adopted Capital Budget will be amended to allow up to $125,000 of Focus on Energy incentive funds to be deposited into the Engineering Sustainability Improvements Fund and up to $125,000 of expenditure authority as indicated in the fiscal note above.
