Authorizing the Mayor and City Clerk to enter into an agreement with the Capital Area Regional Planning Commission (CARPC) for the Madison Area Transportation Planning Board (MATPB) to provide transportation planning services to CARPC in calendar year 2019.
Body
WHEREAS, the City of Madison Planning Division provides staffing for the Madison Area Transportation Planning Board (MATPB) - A Metropolitan Planning Organization (MPO) and the city serves as the MPO’s fiscal and administrative agent; and

WHEREAS, the Madison Area Transportation Planning Board (MATPB) is the designated MPO for the Madison Metropolitan Area with responsibilities to perform metropolitan transportation planning and programming activities; and

WHEREAS, the Capital Area Regional Planning Commission (CARPC), the regional land use and environmental planning agency, is in need of services to conduct transportation planning for Dane County, including areas outside of the Madison Metropolitan Area; and

WHEREAS, CARPC will receive federal Planning funding from the Wisconsin Department of Transportation (WisDOT) in 2019 for transportation related planning activities; and

WHEREAS, CARPC is requesting that the MATPB, as the MPO for the region, provide transportation planning services in a manner that has been provided historically by the MPO to CARPC since the MPO function was separated from the RPC; and

WHEREAS, these services are to consist of primarily conducting analyses of the impact of proposed Urban Service Area amendments in the county on the multi-modal transportation system, including an assessment of the capacity to handle the traffic to be generated, ability to serve the development with public transit, accommodations for pedestrians and bicyclists, other design issues, and overall consistency with the goals, ...
