Fiscal Note

The proposed resolution authorizes a contract with Anesis Therapy to act as the fiscal agent continuing services at Kajsiab House. The proposed funding is one-time for 2018. City funds, along with anticipated funds from other local partners, will allow the service to continue through 2018. The current balance of the 2018 Contingent Reserve is $1,594,085; if adopted, the balance of the Contingent Reserve will be $1,554,085.

SUBSTITUTE - Amending the 2018 Adopted Operating Budget to transfer $40,000 from the Contingent Reserve to the Community Development Division in order to fund and authorize a non-competitive service contract with Anesis Therapy for the purpose of continuing mental health and community programming services to Madison’s Hmong and Cambodian community through the end of 2018.

Body

WHEREAS, on August 7th 2018 Journey Mental Health announced it will cease providing services through its Kajsiab House and Cambodian program on September 28th 2018; and,

 

WHEREAS, Kajsiab House provides critical mental health and community based services to Madison’s Hmong and Cambodian community; and,

 

WHEREAS, support from the City, along with other local partners, will allow services to continue throughout the remainder of 2018; and,

 

WHEREAS, Anesis Therapy has been identified as the organization that will serve as the fiscal agent to receive City funds; and,

 

WHEREAS, there is not adequate time to conduct a request for proposals to identify a new operator without impacting services currently provided at Kajsiab House; and,

 

WHEREAS, MGO 4.26 requires Common Council approval of service contracts exceeding $25,000 if the contractor was not selected through a competitive selection process, and the reasons for selecting this contractor are set forth above and in the attached Noncompetitive Selection Request Form.

 

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to execute a service contract Anesis Therapy for the purposes described above, these are one-time funds; and,

 

NOW THEREFORE, BE IT FURTHER RESOLVED, that the 2018 Adopted Budget is amended to transfer $40,000 from the Contingent Reserve to the Community Development Division’s purchased services budget to fund this contract.
