The proposed resolution authorizes the award of a sole source purchase of materials and services contract with Traffic Control Corporation for the purchase of equipment for the University Avenue - Allen Boulevard to University Bay Drive Project. The total cost of the contract is $110,080. The Traffic Engineering 2018 Capital Budget includes $820,000 for Traffic Signal Installation project (Munis project 10427). Funding is available in the project for the contract.

PREAMBLE
The proposed resolution authorizes the execution of a sole source purchase of materials and services with Traffic Control Corporation (TCC) for the acquisition of Cobalt Adaptive Licenses, Integration of Adaptive keys into City of Madison Centracs system, and field service for programming of Accuscan detection equipment for the University Avenue; Allen Boulevard to University Bay Drive Project #5992-10-10/11. The one time purchase includes 12 Adaptive Keys ($43,680.00), 12 Adaptive Integration ($19,800.00), 10 Programming of Accuscan Equipment Field Services ($2,500), and 15 Accuscan 1000 Traffic Sensor Kits ($44,100.00) for a total of $110,080.00.
Traffic Control Corporation is the regional supplier of Econolite traffic signal equipment, which is the sole source of the above materials and services. The adaptive traffic signal technology that is being implemented in the University Avenue; Allen Boulevard to University Bay Drive Project #5992-10-10/11 is exclusive to the Centracs® system.
The City of Madison currently maintains one adaptive corridor using the same system along Fish Hatchery Road and McKee Road between USH 151 and the Beltline Ramps. This system has been found to reduce travel times by up to 22% depending on time of day by adjusting split times and offsets to the controller depending on traffic patterns.
These materials and services are the city’s only compatible option to take advantage of savings from our existing traffic signal management system (Centracs®).
WHEREAS, MGO 4.26 requires the Common Council to approve service contracts exceeding $25,000 if the contractor was not selected through a full competitive selection process,
NOW, THEREFORE, BE IT RESOLVED, that the Council approves a Sole Source agreement with Traffic Control Corporation for the purchase of Adaptive Keys, Adaptive Integration, Programming of Accuscan Equipment Field Services, and AccuScan 100 Detection units; and,
BE IT FURTHER RESOLVED, that the Council approves the Mayor and City Clerk to sign the contract documents.
