Fiscal Note
The proposed resolution authorizes loaning a mural that has been in storage since 2016 to Madison East High School and authorizes the City Arts Program Administrator to execute an agreement with the borrower. The name of this exhibition is Bringing Madison’s History to Life and the exhibition and loan runs from May 2018 to May 2023, unless terminated earlier under the terms of the agreement. The borrower is responsible for the artwork and its liability. No additional City appropriation is required.

WHEREAS, City staff have reviewed the proposal presented by Salvador Carranza, the Sister City Representative to Tepatitlán, to place Bringing Madison’s History to Life, 2014, (artwork) by José Guadalupe Ríos Córdoba on loan to East High School; and

WHEREAS, the mural was gift from our Sister City, Tepatitlán de Morelos, Mexico, and originally installed in the Madison Municipal Building in 2014; and

WHEREAS, the mural was moved to storage in 2016 to accommodate the building renovation; and

WHEREAS, City staff agree that the spirit and intent of the artist was that the mural be available for public viewing and enjoyment; and

WHEREAS, Madison East High School has a proud history of celebrating diversity, offering Spanish language and bilingual education, and using art and culture to teach students about Mexican cultural traditions, thus engendering the location as a suitable venue for public exhibition of this mural in keeping with the spirit and intent of the donor.

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the proposed loan of the mural Bringing Madison’s History to Life to East High School....
