Fiscal Note
The proposed resolution deletes three vacant 1.0 FTE Streets Machine Operator 1 (SMO) positions (#4710, #4711, #4712) and creates a 1.0 FTE Accounting Technician 2 position in the Streets Division's operating budget. No additional appropriation is required, costs for the new position will be offset by deleting the vacant SMO positions.
The three SMO 1 positions recommendation for deletion are jointly funded by the Capital budget (66%) and Operating budget (34%). These three positions were added to the budget in 2018 as part of the multi-year strategy adding staff to the Streets Division to perform stump grubbing work associated with Emerald Ash Borer (EAB) mitigation efforts. The Streets Division has deemed that the additional positions are no longer necessary to meet the service delivery demands associated with EAB stump grubbing. Further, no additional positions for EAB efforts will be requested in future Streets Division budgets.
From 2016-2018, ten SMOs have been added to the Streets Division budget. If adopted, there will be 7.0 FTE SMO positions remaining in the Streets Division for work pertaining to EAB mitigation. In future years, after the EAB mitigation work is complete and in accordance with the EAB task force report, those 7.0 FTE positions will be removed from the Streets Division's budget via attrition.
