Fiscal Note
The proposed resolution deletes three vacant 1.0 FTE Streets Machine Operator 1 (SMO) positions (#4710, #4711, #4712) and creates a 1.0 FTE Accounting Technician 2 position in the Streets Division's operating budget. No additional appropriation is required, costs for the new position will be offset by deleting the vacant SMO positions.
The three SMO 1 positions recommendation for deletion are jointly funded by the Capital budget (66%) and Operating budget (34%). These three positions were added to the budget in 2018 as part of the multi-year strategy adding staff to the Streets Division to perform stump grubbing work associated with Emerald Ash Borer (EAB) mitigation efforts. The Streets Division has deemed that the additional positions are no longer necessary to meet the service delivery demands associated with EAB stump grubbing. Further, no additional positions for EAB efforts will be requested in future Streets Division budgets.
From 2016-2018, ten SMOs have been added to the Streets Division budget. If adopted, there will be 7.0 FTE SMO positions remaining in the Streets Division for work pertaining to EAB mitigation. In future years, after the EAB mitigation work is complete and in accordance with the EAB task force report, those 7.0 FTE positions will be removed from the Streets Division's budget via attrition.

WHEREAS, the Streets Division and Human Resources Departmnet are proposing a request for a new Account Technician 2 position to assist the Operations Analyst with financial duties, and
WHEREAS, the Streets Division is requesting the position be funded as a net-neutral impact to the Division's operating budget via deletion of three existing vacant positions, and
WHEREAS, the adopted operating budgets for the Streets Division in 2016 and 2017 added a total of seven (7) 1.0 FTE Street Machine Operator 1 (SMO 1) positions for stump grinding work associated with the Emerald Ash Borer (EAB) mitigation, and
WHEREAS, the adopted 2018 operating budget added three (3) 1.0 FTE Street Machine Operator 1 (SMO 1) positions for stump grinding work associated with the EAB mitigation, and
WHEREAS, the Streets Division and EAB Taskforce have deemed the three vacant SMO 1 positions added via the 2018 adopted operating budget are no longer necessary to fulfill the Streets Division's EAB workload, and
WHEREAS, the Streets Division and EAB Taskforce have deemed there will be no future staffing increase requests for Street's Divisions EAB work in future year budgets, and
WHEREAS, the remaining seven SMO 1 positions that have been added for the Streets Emerald Ash Borer mitigation work in 2016 and 2017 will be deleted in future years via attrition after EAB mitigation efforts conclude, and
NOW, THEREFORE, BE IT RESOLVED THAT three (3) 1.0 FTE Street Maintenance Operator 1 positions (#4710, #4711, #4712) are deleted from the Streets Divisions operating budget and a new 1.0 FTE position of Accounting Technician 2 (CG 20, Range 14) is created in the permanent salary detail of the Streets Division operating budget, thereof.
