Fiscal Note
The proposed resolution amends the 2018 Adopted Capital Budget for Engineering Major Streets to add $3,035,000 in Special Assessment appropriation to the John Wall Drive/Grasskamp Road project (MUNIS 11461). The increased funding encompasses additional work on Ronald Reagan Avenue and John Wall Drive. This project was first included in the 2017 Adopted Capital Budget to fund construction of new streets; the full appropriation for the project was reauthorized in the 2018 Capital Budget. After adoption total funding for the project will be $4.77 million.
The increased special assessment amount will fund:
-$2.062 million of Street construction
-$0.371 million for Sewer Utility work.
-$0.404 million for Stormwater Utility work
-$0.198 million for Water Utility work

WHEREAS the original budget for the John Wall Drive/Grasskamp Road project did not anticipate the replatting of Lots in the Center for Industry and Commerce. Once the replat was complete, the scope of construction changed to accommodate the new Lot layouts. The replat caused existing public infrastructure to be located in areas conflicting with new Lots. The additional funding will be used to complete the construction of Ronald Reagan Avenue and John Wall Drive including new sanitary sewer, water main and storm sewer, relocate the drainage ditch traveling through the property, remove a portion of Merchant Street, remove sanitary sewer, water main, storm sewer, street lights and electric/gas/telecommunication lines within Lots 3 and 4 and regrade Lots 3 and 4 to match the elevations along Ronald Reagan Avenue.
WHEREAS the John Wall Drive/Grasskamp Road project is currently in the adopted Capital Improvement Plan (CIP) planned for years 2018.
NOW, THEREFORE, BE IT RESOLVED that the 2018 Major Streets Capital Budget is hereby amended to include an additional $3,035,000 which would be funded from special assessments for the John Wall Drive/Grasskamp Road project (MUNIS 11461).
