Fiscal Note

The proposed resolution amends the 2017 Adopted Capital Budget within Engineering-Major Streets by transferring $140,000 of GO Borrowing budget authority from the Mckee Road (CTH PD) project (MUNIS10245) to the East Johnson Street (Baldwin to 1st St.) (MUNIS 10287) to provide funding for design services in accordance with the amended contract on the East Johnson Street project. 

 

The McKee Road Improvement project is anticipated to be completed in 2017 with sufficient unspent appropriation to allow for the $140,000 of GO Borrowing to be moved to the East Johnson Street project for the additional design costs.

Body

The City of Madison and Strand Associates Inc entered into an agreement for design engineering services (Original: RES-15-00183) for the reconstruction of East Johnson Street from Baldwin Street to First Street. 

 

The proposed project consists of reconstructing East Johnson Street between North Baldwin Street and North First Street to provide new pavement, curb and gutter, widening along the west side of N. First Street, bike/pedestrian accommodations and existing sidewalk spot replacements/repairs. As part of the reconstruction, sanitary sewer, water main, storm sewer laterals and inlets, street lighting and traffic signals will be replaced. Continuous bike/pedestrian accommodations will be provided through a combination of sidewalk and existing/proposed multiuse paths for the length of the project.

 

The project is planned for 2019 construction. 

 

The City Engineer recommends that additional design services be undertaken by Strand Associates Inc. They are:

 

1.         Additional Multimodal Improvement Alternative Analysis and Documentation

a.                      Preliminary layouts of continuous multi-use path on both north and south sides of E. Johnson Street.

b.                      Connecting path loop to Yahara River path alternatives layout including vertical alignments.

c.                      Preliminary layout alternatives for providing a multi-use path crossing of the Yahara River.

d.                      Review of First Street intersection options to provide a raised median on south approach.

                     e.                      10-foot travel lane technical memorandum.

f.                      Complete streets technical memorandum to document and justify proposed multimodal accommodations to lieu of providing on-street bicycle lanes.

2.         Additional Survey

                     a.                     Survey of Dematrol Path in the SE quadrant of First Street intersection.

b.                     Additional processing of HD scanner survey data to develop base topography and existing surface along Thornton Avenue.

3.         Additional Roadway Design and Reports

a.                      Redesign of the completed 30% design plans to accommodate 10-foot travel lanes, continuous multi-use path, median on First Street and right-turn lane at Fordem Avenue.

b.                     Additional services for preliminary and final design of roadway and multi-use path for the Yahara River Bridge and approaches.

c.                     Additional services for preliminary and final design for relocating the Thornton Avenue cul-de-sac approximately 60 feet further east away from E. Johnson Street.

d.                     Additional services for preliminary and final design of a multi-use path connection from E. Johnson Street to the Yahara River bike path and re-alignment of the Yahara River Path.

                     e.                     Revise the pavement design and report to reflect new truck percentages.

f.                     Revise the scoping level Intersection Control Evaluation reports for both Fordem Avenue and First Street intersection. Revisions include the addition of a bike/pedestrian only phase at First Street, the extension of the eastbound left-turn lane at Fordem Avenue, and the addition of a westbound right-turn lane at Fordem Avenue.

4.         Additional Structure Design

a.                      Rehabilitation Structure Survey Report and preliminary and final structure plans for modifications to the roadway surface of the Yahara River Bridge to provide accommodations for a barrier-separated multi-use path.

b.                     Rehabilitation Structure Survey Report and preliminary and final structure plans for modifications to the Yahara River bike path underpass under E. Johnson Street to accommodate roadway surface modifications for a multi-use path.

c.                      Structural loading calculations for the Yahara River bridge to determine the potential loafing effects of adding a concrete barrier across the bridge.

5.                     Additional Environmental and Historical Documentation

a.                     Additional historical and Section 106 documentation by Commonwealth Heritage Group for preparation of a Determination of No Adverse Effect for the Yahara River Bridge.

 

The proposed contract amendment is expected to cost $140,000.  This additional work is not part of the existing budget of the East Johnson Street project, and, therefore, a budget amendment is needed.  Budget authority is available in the County PD project to be transferred to the East Johnson Street project. 

 

NOW THEREFORE BE IT RESOLVED that the roadway geometry for East Johnson Street from Baldwin Street to First Street project is hereby approved; and

 

BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to execute an Amendment to the contract between Madison and Strand Associates Inc for additional design engineering services for East Johnson Street; and

 

BE IT FINALLY RESOLVED that the 2017 Capital Budget of Major Streets is hereby amended to transfer $140,000 of GO Borrowing budget authority from the McKee Road (CTH PD) project (10245) to the East Johnson Street project (10287).
