Fiscal Note
The proposed resolution authorizes a $20,000 contract with the Madison Public Library Foundation to create a mural alley behind the Hawthorne Library on Madison’s east side. The project will be funded by the Municipal Art Fund. The Municipal Art Fund is a part of the Planning Division’s capital budget and receives $100,000 annually. This contract will be funded by the Fund’s 2015 appropriation.

WHEREAS, the Common Council adopted Resolution ID #30476 on March 19, 2002, adopting the Public Art Framework and Field Guide for Madison, Wisconsin and recommendations contained in the framework; and

WHEREAS, the Public Art Framework and Field Guide recommends the Madison Arts Commission create opportunities for community partnerships for Art in City Buildings; and

WHEREAS, the Madison Arts Commission’s mission is to make the arts an essential part of lives of all Madison citizens; and

WHEREAS, on August 22, 2016 the Madison Arts Administrator conducted an art and design charrette with area residents that resulted in a plan to artistically enhance the back of the Madison East Shopping Center, implementing creative placemaking strategies to create a gathering place behind the Hawthorne library and including placing murals on the non-brick surfaces of the backside of the Madison East Shopping Center; and

WHEREAS, at the July 11, 2017 meeting of the Madison Arts Commission, members reviewed a proposal to commission 5 artists to work with youth in various community organizations to create murals for the back of the Madison East Shopping Center where the Hawthorne Library is located; and
