Fiscal Note
The proposed resolution authorizes a $20,000 contract with the Madison Public Library Foundation to create a mural alley behind the Hawthorne Library on Madison’s east side. The project will be funded by the Municipal Art Fund. The Municipal Art Fund is a part of the Planning Division’s capital budget and receives $100,000 annually. This contract will be funded by the Fund’s 2015 appropriation.

Seeking Common Council approval of funding award to the Madison Public Library Foundation, Inc to support a collaboration between Madison Public Library’s Bubbler program and the Madison Arts Commission to create Mural Alley behind Hawthorne Library at the Madison East Shopping Center
Body
WHEREAS, the Common Council adopted Resolution ID #30476 on March 19, 2002, adopting the Public Art Framework and Field Guide for Madison, Wisconsin and recommendations contained in the framework; and
WHEREAS, the Public Art Framework and Field Guide recommends the Madison Arts Commission create opportunities for community partnerships for Art in City Buildings; and
WHEREAS, the Madison Arts Commission’s mission is to make the arts an essential part of lives of all Madison citizens; and
WHEREAS, on August 22, 2016 the Madison Arts Administrator conducted an art and design charrette with area residents that resulted in a plan to artistically enhance the back of the Madison East Shopping Center, implementing creative placemaking strategies to create a gathering place behind the Hawthorne library and including placing murals on the non-brick surfaces of the backside of the Madison East Shopping Center; and
WHEREAS, at the July 11, 2017 meeting of the Madison Arts Commission, members reviewed a proposal to commission 5 artists to work with youth in various community organizations to create murals for the back of the Madison East Shopping Center where the Hawthorne Library is located; and
WHEREAS the property owners have given their consent for the mural alley project and are working with the City to make visual improvements to the area, such as enclosing dumpsters, to further enhance the site; and
WHEREAS, the result of this project will be the creation of a mural alley that celebrates the unique characteristics of the Darbo-Worthington Neighborhood and involves youth in the project in meaningful ways; and
WHEREAS, the Madison Arts Commission recommends funding the Mural Alley project at $20,000.
NOW, THEREFORE, BE IT RESOLVED that the Common Council approves the funding recommendation of the Madison Arts Commission for $20,000 in public art funding from the Municipal Art Fund to the Madison Public Library Foundation for the creation of a Mural Alley.
