Fiscal Note

The 2017 Adopted Operating Budget includes $400,000 within the Community Development Division to support purchased service contracts for violence prevention. The proposed resolution authorizes utilizing $75,000 for services to individuals impacted by violence.

$50,000 from this appropriation is for a purchased services contract with Nehemiah and the Focused Interruption Coalition to provide peer support services to persons or households impacted by acts of violence. $25,000 will be used for direct aid and rapid response efforts for individuals impacted by violence. This resolution transfers $25,000 from purchased services to supplies within the CDD budget to provide such assistance. No additional appropriation is required.

SUBSTITUTE - Authorizing the Mayor and City Clerk to enter into a $50,000 contract with Nehemiah Community Development Corporation for short term peer support and crisis response services, who shall subcontract with Focused Interruption Coalition, with Boys and Girls Club of Dane County, Inc. as fiscal agent for the subcontractor; and transfer $25,000 from supplies to purchased services to be used for peer support services.

 

Body

WHEREAS, the City of Madison Common Council designated $400,000 in the 2017 budget in order to strategically reduce violence in our community through implementing the evidence based practice of peer support programming; and

 

WHEREAS, this peer support programming is a component of the community led 15-point plan to reduce violence and recidivism that was presented to the city; and

 

WHEREAS, the Community Development Division is developing a request for proposals to have service providers contracted for these adopted Peer Support efforts in Fall 2017; and

 

WHEREAS, violence, effects of violence, threats of violence, and trauma in our community need to be responded to with appropriate urgency as a critical public safety and public health concern; and

   

WHEREAS, it has been demonstrated that individuals and families who are threatened by gun violence, witness gun violence, or are impacted by gun violence, can benefit from the immediate availability of peer support assistance that assists in de-escalating conflict and stabilizing individuals as well as households during or following a traumatic event;

 

WHEREAS, persons impacted by violence are often confronted with unanticipated, short-term expenses associated with such things as injury or death, medical treatment, the loss of housing stability, personal safety concerns, access to transportation, or other basic household needs; and

 

WHEREAS, the provision of immediate, short-term assistance to help meet such needs can often help to de-escalate conflict and stabilize affected individuals and households following traumatic events;

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council transfers $50,000 from existing purchase of services appropriations budgeted for peer support, to short term peer support and crisis response services to address the needs of families impacted by violence; and

 

BE IT FURTHER RESOLVED that the City will enter into a $50,000 Purchase of Service Contract with Nehemiah Community Development Corporation to formalize and implement peer support services and crisis response for the purposes described above; and

 

BE IT FURTHER RESOLVED that as a condition of the contract with Nehemiah Community Development Corporation (Nehemiah), it is understood that Nehemiah will enter into a subcontract with the Focused Interruption Coalition (FIC) through their fiscal agent, the Boys and Girls Club of Dane County, Inc., with no payment made to Nehemiah until an MOU between Nehemiah and FIC (through their fiscal agent) is signed and accepted by the city; and

 

BE IT FURTHER RESOLOVED that the Common Council finds that the contract(s) authorized by this resolution for the described activities may be done through sole source arrangement pursuant to the public exigency exception and Council determination under MGO sec. 4.26(4)(a)1 and 9, and authorizes the Mayor and the City Clerk to execute such contract; and

 

BE IT FURTHER RESOLVED that the Common Council authorizes the transfer of $25,000 from existing purchased services appropriation budgeted for peer support to supplies within CDD, from which CDD staff, in coordination with other available resources in the community, and using a process and protocols developed in consultation with the Rapid Response Team, and others as appropriate, may provide direct assistance to persons or families in order to enhance their safety and stability following a critical incident; and

 

BE IT FINALLY RESOLVED that the Community Development Division will provide an interim report in September 2017 and a final report at the close of the contract due 30 days from the close of the contract to the Mayor and Common Council on the use of funds allocated, including services performed under the contract(s) and any relevant measurable outcomes.
