Fiscal Note
This resolution allocates $158,700 for the 2016 Emerging Opportunities Program (EOP) funding process. The Community Development Division's 2016 Adopted Operating Budget authorizes up to $150,000 for the annual EOP funding process (account no. 62551-54820). An additional $8,700 will be carried forward from the 2015 EOP funding process due to an EOP contract that was scheduled to have continued through the first half of 2016, but that has since been discontinued. Thus, the remaining encumbered contract amount of $8,700 will be applied towards another eligible EOP program for the remainder of 2016.

Body
The adopted 2016 Community Development Division (CDD) Operating Budget included $150,000 in Community Agency Contracts expenditures for projects to be funded with Emerging Opportunities Program funds. An additional $8,700 will be provided through the existing CDD purchased services budget. The 2016 process recommends allocations for $158,700.

WHEREAS, the adopted 2016 CD Division Operating Budget included $150,000 in program expenditures for EOP-funded Community Agency Contracts; and,

WHEREAS, an additional $8,700 has been identified within the existing CD Division purchased services budget; and,

WHEREAS, the CD Division undertook a 2016 Request for Proposals process with an application due date of March 18, 2016; and,

WHEREAS, the Community Development Division Conference Committee reviewed the 39 submitted EOP proposals (which totaled $690,212 in requests), and finalized its recommendations for the following program allocations at its meeting on April 20, 2016:
