Fiscal Note

This resolution allocates $158,700 for the 2016 Emerging Opportunities Program (EOP) funding process. The Community Development Division's 2016 Adopted Operating Budget authorizes up to $150,000 for the annual EOP funding process (account no. 62551-54820). An additional $8,700 will be carried forward from the 2015 EOP funding process due to an EOP contract that was scheduled to have continued through the first half of 2016, but that has since been discontinued. Thus, the remaining encumbered contract amount of $8,700 will be applied towards another eligible EOP program for the remainder of 2016.

Body

The adopted 2016 Community Development Division (CDD) Operating Budget included $150,000 in Community Agency Contracts expenditures for projects to be funded with Emerging Opportunities Program funds.  An additional $8,700 will be provided through the existing CDD purchased services budget. The 2016 process recommends allocations for $158,700.

 

WHEREAS, the adopted 2016 CD Division Operating Budget included $150,000 in program expenditures for EOP-funded Community Agency Contracts; and,

 

WHEREAS, an additional $8,700 has been identified within the existing CD Division purchased services budget; and,

 

WHEREAS, the CD Division undertook a 2016 Request for Proposals process with an application due date of March 18, 2016; and,

 

WHEREAS, the Community Development Division Conference Committee reviewed the  39 submitted EOP proposals (which totaled $690,212 in requests), and finalized its recommendations for the following program allocations at its meeting on April 20, 2016:

 

Common Wealth Development: up to $15,000 for the Southwest Transitional Employment program (STEP) which provides paid transitional work leading to permanent employment opportunities for residents.

 

Dane County TimeBank: up to $14,000 that will respond to recent Madison Police policy changes,  support the restorative justice program expansion and help youth avoid involvement in the formal juvenile justice system.

 

DANE Net: up to $14,400 for digital literacy programs targeting Allied, Darbo, Brentwood and Kennedy Heights, four neighborhoods selected by the City to receive enhanced internet connections.

 

Sector 67 as fiscal agent for Food Works: up to $10,000 for the First Course employment training pilot in which residents will receive training by local chefs for positions in local restaurants.

 

Autonomous Solidarity Organization, Inc as fiscal agent for MACH OneHealth: up to $7000 to provide foot clinics, basic health assessments and referrals for homeless individuals. 

 

Madison Music Makers, Inc: up to $8,800 to train and employ teen music students to teach younger children.

    

Literacy Network as fiscal agent for Madison Path to Citizenship: up to $16,000 to develop and implement a citizen outreach and education campaign and a US civics program that will assist Madison partners in helping residents access and achieve success in the naturalization process.

 

Mellowhood Foundation: up to $10,000 to support the “Parents on the Premises” program in which residents provide a positive neighborhood presence to monitor youth behavior at Meadowridge Center during peak hours of youth activity.

                     

Wisconsin Youth Company as fiscal agent for Men Developing Young Minds: up to $10,000 to support mentoring for at risk youth and their families by African American men.

 

Wisdom, Inc as fiscal agent for MOSES:  (Madison Organizing in Strength, Equality and Solidarity) up to $9000 to provide training and education for formerly incarcerated individuals on issues involving crimeless revocation, self advocacy and leadership development.

 

Allied Wellness Center as fiscal agent for Mothers in the Neighborhood: up to $5000 to provide health outreach and diabetes education by residents for residents in the Allied neighborhood.

 

Nehemiah Community Development Corporation: to provide up to $5000 to support outreach and processes to improve access and utilization of the African American Entrepreneur Loan Fund.

 

Tenant Resource Center: up to $14,000 to update written and online materials for changes brought about by new legislation (2016 Wis. Act 176) and train staff and volunteers on the implications of this legislation for city residents.

                     

Urban Community Arts Network, Ltd: up to $9,500 to provide education and training opportunities for urban artists and related independent music industry careers.

 

Wisconsin Youth Company-Teresa Terrace Neighborhood Center: up to $11,000 to provide middle school students STEM (Science, Technology, Engineering and Math)

programming through summer and fall 2016.

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the Emerging Opportunities Program funding allocations for 2016 detailed above, as recommended by the Community Development Division Conference Committee; and,

 

BE IT FURTHER RESOLVED, that the Mayor and the City Clerk are authorized to execute agreements with the above listed agencies (or their fiscal agents) for the described activities.
