Amending the 2016 Stormwater Utility Operating Budget to fund an invasive species control initiative, authorizing an amendment to the existing contract with Operation Fresh Start managed by the Community Development Division and amending the 2016 Operating Budget of the Community Development Division.
Body
WHEREAS, the 2016 Storm Water Utility Operating Budget includes $42,650 to fund a two person seasonal crew to perform hand removal of invasive species from targeted lands owned by the Storm Water Utility; and

WHEREAS, the Parks Division contracts with Operation Fresh Start to provide similar services; and

WHEREAS, Operation Fresh Start is agreeable to extending the provision of these services to the Engineering Division; and

WHEREAS, this is a more cost-effective and efficient means of performing this work with the added benefit of providing employment and training opportunities to youth from challenged City of Madison neighborhoods; and

WHEREAS, Local 236 is agreeable to Engineering contracting with Operation Fresh Start in 2016 to provide these services;

NOW, THEREFORE, BE IT RESOLVED that the 2016 Storm Water Utility Operating Budget shall be hereby amended to reallocate existing budget authority to fund this initiative; and

BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to amend the contract between the City and Operation Fresh Start to provide these services through the Community Development Division.
