Body
WHEREAS, an accessible taxi ordinance was adopted by the Common Council in April 2004, and

WHEREAS, service was provided voluntarily by a sole taxi provider, and

WHEREAS, the Ordinance language enforcing accessible taxi service had a five year expiration date which passed in 2009, and

WHEREAS, the Commission on People with Disabilities has determined that continuing to operate without an effective Ordinance could jeopardize individuals in need of accessible taxi services, and

WHEREAS, the Commission on People with Disabilities created an Accessible Taxi Working Group to study if the current availability of accessible taxi cabs met the needs of the community, and

WHEREAS, the Commission on People with Disabilities accepted the Accessible Taxi Working Group's recommendations of the following:
· increase accessible taxi service available in Madison
· require participation of all taxi companies in provision of accessible taxi services
· require taxi companies to designate a percentage of their fleet as fully accessible
· create a consistent standard for each vehicle to meet before it could be considered accessible
· establish a twenty-five cent surcharge collected through cab companies to fund provision of accessible service;

NOW, THEREFORE BE IT RESOLVED that the Common Council accepts the report of the Accessible Taxi Working Group and encourages the Commission on People with Disabilities to work with the City Attorney to develop specific ordinance language to implement the report's recommendations.
