Preamble
Through the efforts of two FIN interns trained by the Wisconsin DNR and working under the supervision of  the Parks Division Warner Park Community Recreation Center, this program is intended to establish youth fishing clubs (FIN Clubs) for underserved youth and young adults in Madison. The WPCRC, in its role as a community center, provides safe summer enrichment opportunities for youth. It will help to provide an important linkage between the WDNR's Angler Education program and youth on Madison's north side. In the end, the WDNR and the WPCRC (the Parties) hope that young people will view fishing as a good choice when considering free time activities that connect them to the natural environment in their community. This program can open the door for young anglers to learn a lifetime activity that provides a healthy outlet at a critical point in their lives.
 
WHEREAS, the City of Madison Parks Division has successfully partnered with the Wisconsin Department of Natural Resources on numerous projects and programs in the past; and
 
WHEREAS, the FIN intern program will provide free program opportunities to youth in and around Warner Park during the summer months; and
 
WHEREAS, the program will provide exposure to a variety of recreational activities that promote lifelong appreciation for nature and wildlife.  
 
NOW, THEREFORE, BE IT RESOLVED that the Superintendent of Parks is authorized to enter into an agreement with WI DNR for an intern program at WPCRC, and in a format that is approved by the City Attorney and the Risk Manager.
