This resolution adds $73,800 to hourly inspection staff pay and benefits as well as $7,000 in inspection equipment which will be funded with Sewer ($51,500) and Stormwater ($29,300) reserves.  The budget amendment needed is as follows:

PREAMBLE
 
City Engineering is responsible for inspection and contract oversight for projects involving streets, storm sewer, sanitary sewers, bikepaths and other infrastructures.  Inspection staff has been increasingly stretched to cover more projects and contracts, leaving some work uninspected entirely.  Since storm and sanitary facilities are buried, construction problems or omissions may not be known or discovered for up to several years.  Often the remedies are costly. As Manager of the Storm and Sanitary Sewer Utilities, the City Engineer would like to better protect those assets through assurances of proper construction of the infrastructure.  Adding inspection staff for this purpose is particularly timely with the proposed 2014 Construction Projects including Johnson Street, and other large projects.  
 
 
NOW, THEREFORE, BE IT RESOLVED, that the 2014 Sewer and Stormwater Operating Budgets are hereby amended to add $80,800 for inspection of storm and sanitary sewer facilities as they are installed with the 2014 Construction Projects.
