Fiscal Note
This resolution authorizes an agreement with Madison Festivals, Inc. for the closure and use of the City boat launch in Olin Park. The agreement will include a provision that Madison Festivals, Inc. pay the City a daily fee for closing the boat launch to public access to make up for lost revenue attributable to the closure, estimated to be $1,700. This revenue will be recognized as a part of the boat launch program within the Parks Division’s 2014 Operating Budget. Additional fees will be charged based upon specifics of the park event and street use permit process. These fees will be recognized as the general fund revenues. Total parks fees are estimated to be $4,000. Additionally, the agreement will stipulate that any repairs and/or modifications to the boat launch for the event will be at the sole cost of Madison Festivals.

Body
WHEREAS, the City of Madison Parks Division maintains numerous piers and boat launches throughout the City that provide residents and visitors access to the City’s lakes and waterways, including a boat launch at Olin Park on Lake Monona; and,

WHEREAS, Madison Festivals, Inc. (MFI) is a non-profit 501(c)3 entity that organizes, promotes and operates events within Madison, including the Taste of Madison, the Madison Marathon, and Rhythm & Booms; and,

WHEREAS, MFI has proposed moving Rhythm & Booms from Warner Park to Lake Monona in 2014 and, as part of this plan, has completed both a Parks special event application and a Street Use Permit Application for the event and has requested permission to use the Olin Park boat launch as a base of operations to prepare the firework show for a launch from the Lake Monona surface; and,

WHEREAS, MFI’s use of the boat launch will require that the boat launch be closed to the public for approximately fourteen (14) days and that barges, cranes, tractor trailers and ot...
