Federal, State and other dollars are available to cover the project costs and were approved by the Common Council at various times during 2013. No new City dollars are included in this Resolution.

SUBSTITUTE - Authorizing the carry-over of CDBG, HOME and other funds, and the extension of previously authorized projects within the Community Development program budget.
Body
The CDBG Committee has traditionally identified certain projects for Council approval to “carry-over” their funds approved in the previous years. Typically, the Committee has recommended carry-over of selected capital projects and programs that have encountered some difficulty beyond their control or which face unusual circumstances. The Community Development Division (CDD) normally continues those projects or programs that have been approved by the Council since April, or capital projects that have approved delays in project development.

Action
WHEREAS, the CDBG program, as amended, and its implementing regulations located at 24 CFR 570.200 ff, permit the City of Madison to help community agencies which benefit low and moderate income persons; and,

WHEREAS, the HOME program, as amended, and its implementing regulations located at 24 CFR 92, permit the City of Madison to assist housing programs and projects which benefit low and moderate income persons; and,

WHEREAS, the ESG program, as amended, and its implementing regulations located at 24 CFR 576, permit the City of Madison to assist low income persons to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness; and,

WHEREAS, The CDBG Committee and CDD staff have reviewed these recommendations, find that they further the goals of the CDBG program expressed in the Five-Year Community and Neighborhood Development Plan and recommend Council adoption,
