Up to $41,500 in Federal CDBG funds were previously approved for the planning process staffing as part of the Community Development Division 2013 Adopted Operating Budget. This resolution does not commit any funds for implementation, although traditionally the Community Development Block Grant program has committed approximately 3-5% of its estimated annual entitlement funds for implementation of higher priority eligible projects.

PREAMBLE
On March 19, 2013, the Common Council adopted Enactment No. RES-13-00180, File ID 29188 that authorized the establishment of the Emerson East-Eken Park Ad Hoc Steering Committee and authorized staff to prepare a mid-range neighborhood plan. This resolution will modify the planning study area boundaries, and alter composition and number of members serving on a Mayoral appointed Ad Hoc Steering Committee.
NOW, THEREFORE, BE IT RESOLVED that Enactment No. RES-13-00180 is amended:
 
1.      To modify the planning study area boundary to include a portion of Census Tract 18.04, Census Block Group 2, as depicted on the attached map and bound by Fordem Avenue on the east, Sherman Avenue and Lake Mendota on the west (including Burrows Park), and the Yahara River on the south; and
2.      To alter the composition of the Mayoral appointed Ad-Hoc Steering Committee to include ten members composed of three residents from the Eken Park Neighborhood, two residents from the Emerson East Neighborhood, two residents from the Burrows Park area, one resident from the Superior Street area, and two business representatives;
3.      To change plan introduction to the Common Council to October 2014.
 
All other items and conditions of Enactment No. RES-13-00180, File ID 29188 shall remain the same.
