Fiscal Note
The Resolution amends the 2013 adopted operating budget of the Planning Division to include $15,260 in expenses for the CARPC services and $15,260 in anticipated revenue for this service. There will be no net additional cost to the City of Madison because CARPC is covering the required local match funding for the state grant for the services.

Body
WHEREAS, the City of Madison Planning Division provides staffing for the Madison Area Transportation Planning Board (TPB) - A Metropolitan Planning Organization (MPO) and the city serves as the MPO’s administrative agent; and

WHEREAS, the Madison Area TPB is the designated MPO for the Madison Metropolitan Area with responsibilities to perform metropolitan transportation planning and programming activities; and

WHEREAS, in order to ensure consistency between regional land use and transportation planning the Madison Area TPB has relied on the Capital Area Regional Planning Commission (CARPC) to provide population forecasts by urban service area, which are then used to allocate future planned growth to traffic analysis zones used for travel forecasting; and

WHEREAS, CARPC needs to update its methodology to prepare urban service area level population forecasts and also develop a methodology to prepare associated employment forecasts; and

WHEREAS, the Wisconsin Department of Transportation (WisDOT) has agreed to provide the Madison Area TPB with $12,208 in Federal Planning Discretionary funding to contract with...
