The Resolution amends the 2013 adopted operating budget of the Planning Division to include $15,260 in expenses for the CARPC services and $15,260 in anticipated revenue for this service. There will be no net additional cost to the City of Madison because CARPC is covering the required local match funding for the state grant for the services.

Title
Amending the 2013 Planning Division Budget to add $15,260 in pass-through funding for population and employment forecasting services by the Capital Area Regional Planning Commission (CARPC) to the Madison Area Transportation Planning Board (TPB) and authorizing the Mayor and City Clerk to enter into an agreement with CARPC for these services.
Body
WHEREAS, the City of Madison Planning Division provides staffing for the Madison Area Transportation Planning Board (TPB) - A Metropolitan Planning Organization (MPO) and the city serves as the MPO's administrative agent; and
WHEREAS, the Madison Area TPB is the designated MPO for the Madison Metropolitan Area with responsibilities to perform metropolitan transportation planning and programming activities; and
WHEREAS, in order to ensure consistency between regional land use and transportation planning the Madison Area TPB has relied on the Capital Area Regional Planning Commission (CARPC) to provide population forecasts by urban service area, which are then used to allocate future planned growth to traffic analysis zones used for travel forecasting; and
WHEREAS, CARPC needs to update its methodology to prepare urban service area level population forecasts and also develop a methodology to prepare associated employment forecasts; and
WHEREAS, the Wisconsin Department of Transportation (WisDOT) has agreed to provide the Madison Area TPB with $12,208 in Federal Planning Discretionary funding to contract with CARPC for these forecasting services; and
WHEREAS, CARPC has agreed to provide the $3,052 in local match funding required for the WisDOT grant; and
WHEREAS, the services by CARPC are to consist of: (a) developing a methodology for allocating the Year 2040 county-wide population projection provided by the Wisconsin Department of Administration's Demographic Services Center to urban service areas; (b) developing a methodology preparing a county-wide employment forecast and allocating that total to urban service areas by general employment type; and (c) providing the resulting Year 2040 urban service area level population and employment projections to the Madison Area TPB; and
WHEREAS, the Planning Division has concluded that it would be desirable to use the WisDOT grant funding and local match funding provided by CARPC to contract with CARPC for these services by entering into the attached draft agreement with CARPC for the provision of these services; and
WHEREAS, on February 6, 2013, the Madison Area TPB adopted Resolution TPB No. 71 authorizing the City of Madison to contract with CARPC for the provision of these services in 2013; and
WHEREAS, CARPC will invoice the Madison Area TPB on a monthly or quarterly basis for the total cost of these services not to exceed $15,260, but will only bill for the 80% of the cost to be reimbursed by WisDOT.
NOW, THEREFORE, BE IT RESOLVED that the 2013 Operating Budget for the Planning Division is hereby amended as follows:

NOW, THEREFORE, BE IT FURTHER RESOLOVED that the Mayor and the City Clerk are authorized to enter into the attached agreement with the Capital Area Regional Planning Commission (CARPC) for CARPC to provide population and employment forecasting services to the Madison Area TPB at a total net cost (after CARPC covers the local match funding) of $12,208.
