No appropriation is necessary. Development of the new process will be accomplished with existing staff resources. Actual budgetary authority for proposed neighborhood park improvements would be considered as part of future year budget processes.

Directing the Parks Division to create a process for prioritizing capital improvement projects in neighborhood parks.
Body
WHEREAS, the City of Madison recognizes the value of parks and playgrounds to neighborhoods and citizens and desires to provide access to them to as many citizens as possible; and,

WHEREAS, the City of Madison would like to achieve an equitable approach to improving recreational amenities such as playgrounds in its parks; and,

WHEREAS, the City typically proposes as part of the budget process to improve the highest priority playground projects in neighborhood parks across the city, based on the safety issues, age and condition of each playground; and,

WHEREAS, when alders of neighborhoods desire to have a playground improved before the Parks Division includes it in the budget, it creates an inequity with other neighborhoods playground projects; and,

WHEREAS, the City would like to develop an equitable approach to determine whether and at what level a neighborhood would be asked to participate financially in playground improvements,

NOW, THEREFORE BE IT RESOLVED, that the Parks Division shall develop a standard playground equipment package that adequately meets the needs of the majority of playgrounds in the City of Madison, and identify an estimated cost for this package;

BE IT FURTHER RESOLVED, that each year, the Parks Division shall propose, in the budget process, their process for evaluating and prioritizing playground improvements to improve the highest priority playgrounds; and,

BE IT FURTHER RESOLVED, that the Parks Division shall develop a decision-making matrix to determine whether neighborhoods would be asked to participate financially in playground improvement...
