The resolution calls for a study and would use existing staff resources.  Any proposals for a project coming from such a study would require explicit and additional Council approval.

Body
WHEREAS various recent studies document the need for additional very inexpensive housing, and
 
WHEREAS, the 10-Year Plan To Reduce Homelessness articulates a strategy to develop additional single room occupancy housing for homeless connected with supportive services as one approach to reducing homelessness,
 
WHEREAS the Five Year Community Development Consolidated Plan identifies the rising demand for additional special needs housing,
 
NOW THEREFORE BE IT RESOLVED that the Mayor direct staff of these agencies to
 
1. Planning Division to identify possible sites zoned for the development of Single-Room Occupancy housing
 
2. Community Development Division to discuss potential partnership developer and service options with community-based groups, and to explore financing options with the Community Development Authority, including potential changes in the Affordable Housing Trust Fund guidelines and the use of Section 42 funds,
 
FURTHER BE IT RESOLVED that the Community Development Division serve as the lead staff for this study, and submit the report to the Mayor for consideration by the Council no later than February 1, 2013 June 18, 2013.
