Body
WHEREAS the condition of the Garver Feed Mill’s walls and roofs has deteriorated to the point where moisture has penetrated the building’s envelope and is rapidly undermining the structural integrity of the building; and,

WHEREAS the Parks Department is currently utilizing a section of the building for storage and will continue to do so; and,

WHEREAS the Parks Commission recommended that the conditions of the masonry distress for the Garver Feed Mill to be studied to determine the most cost effective repairs to the walls and roofs in order to provide a sound building envelope; and,

WHEREAS the local neighborhood association requested that all sections of the Garver Mill are to be included in the study; and,

WHEREAS the 2012 Parks Budget includes an amount of $350,000 for architectural and engineering consultant design services, an Architect consultant specializing in building and masonry restoration must be hired to evaluate and design this project; and,

WHEREAS the total contract compensation for architectural and engineering design services for Facility Engineering, Inc. is $160,650 to conduct this study; and,

WHEREAS Phase I of the project is the investigation of the extent of masonry distress of the entire building and preparation of a report to assist the City and Olbrich Botanical Gardens in the development of plans to repair and stabilize the building; and,
