The 2012 Adopted Parks Division Capital Budget includes $350,000 for the Garver Solutions Project (see page 270, project No. 29).  This resolution increases the authorization to $475,000 by the addition of $125,000 of private donations from the Olbrich Botanical Society.  This increase does not impact the tax levy or General Obligation Debt.  Total funding of $475,000 is sufficient to provide for the currently anticipated planning and evaluations of both Garver and Olbrich facilities.

Body
WHEREAS the 2012 Capital Budget includes an amount of $350,000 for the Garver Solutions project; and,
 
WHEREAS City staff have determined that in moving forward with solutions for Garver it is necessary to address Olbrich Facility issues concurrently; and,
 
WHEREAS, the funding provided for in the Garver Solutions project is sufficient to fully study the Garver facility and also provide architectural and engineering consultant design services for Olbrich Facilities, of which 50% and not to exceed $125,000 of the cost of the services will be shared with Olbrich Botanical Society, an Architect consultant must be hired to design this project; and,
 
WHEREAS the total contract compensation for architectural and engineering design services for Hammel, Green, Abrahamson, Inc. is $215,000 and,
 
WHEREAS the project is the development and preparation of pre-design and conceptual (schematic) design documents, including programming, designs, and plans for the renovation and building expansion for the Olbrich Botanical Gardens facility located at 3330 Atwood Avenue, Madison, Wisconsin; and,
 
WHEREAS the existing 1-story building will be renovated and future building expansion options will be developed including site improvements; and,
 
WHEREAS the project includes professional architectural design services for the renovation and building expansion, including the development of a program (vision statement/guiding principles, service profile program (expanded), space program, staffing program, and space needs summary), conceptual plans for the renovation and expansion including site improvements, and final conceptual (schematic) plan for the renovation and expansion including site improvements; and,
 
WHEREAS the project is scheduled for architectural design in 2012 and 2013; and,
 
WHEREAS Hammel, Green, Abrahamson, Inc. located at 333 East Erie Street, Milwaukee, Wisconsin, has been selected through the "Request for Qualifications" process and "Final Interview" process, and is the final selected candidate in accordance with MGO Section 4.26 of Madison General Ordinances and in accordance with APM No. 3-3 of Administrative Procedure Memorandum; and,
 
NOW, THEREFORE BE IT RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to enter into a contract for purchase of services, in a form to be approved by the City Attorney, with Hammel, Green, Abrahamson, Inc. to provide professional architectural and engineering design services for the Olbrich Botanical Gardens Renovation and Expansion project,
 
BE IT FURTHER RESOLVED that the 2012 Parks Division Capital Budget Project #29  "Garver Solutions" be amended by changing the project name to "Garver/Olbrich Facility Solutions."
 
BE IT FURTHER RESOLVED that the 2012 Parks Division Capital Budget Project #29 "Garver Solutions" be amended to increase expenditure authorization by $125,000 to be funded via private donations from the Olbrich Botanical Society.
