Amending Sections 8.18(2) and (5) and Section 1.08(3)(a) of the Madison General Ordinances regarding parking regulations in Brittingham Park and Henry Vilas Park.

DRAFTER'S ANALYSIS: This ordinance amends Sections 8.18(2) and 8.18(5) to impose three-hour parking at Brittingham Park and Henry Vilas Park and allow for vehicles to be cited if parked in the parks after hours. This ordinance also allows the Superintendent of Parks to approve parking beyond these restrictions to accommodate, among other things, shelter reservations, group events, or other special events in the parks. This ordinance will allow for the enforcement of parking restrictions against persons not using the parks, particularly those using the parks parking lots and roadways for free parking during Wisconsin Badger athletic events. This problem is a particular issue for the Henry Vilas Zoo where zoo customers are generally unable to access the zoo parking lots on football Saturdays. This ordinance also updates the bond schedule for the Vilas Park violations to be consistent with the bond schedule for the Brittingham Park violations.
