Funding of $190,000 for the Façade Improvement Grant Program is authorized in the 2011 Adopted Operating Budget as part of the Capital Revolving Fund (p. 25). This Resolution awards grants totaling $21,175. Following approval of this Resolution, $168,825 of authorized funding will remain for future projects.

On February 3, 2004, the Common Council adopted Resolution ID # 61179, approving the Facade Improvement Grant Program to support and encourage small local businesses to reinvest in the downtown and smaller, neighborhood shopping and business areas and designating the Community Development Authority as the agent of the City for the operation and administration of the Program. The grants are matching grants and will be provided in an amount up to 50% of the total project costs up to a maximum of $10,000 for a single facade, $20,000 for a building with two facades, and $25,000 for a “flatiron” building. The objective of the Program is to restore, or substantially beautify, or enhance the entire facade or elevation of a commercial building.

On December 14, 2010, the Common Council approved the Façade Improvement Grant to 418 E. Wilson Street (The Cardinal) (Legislative File ID 20606).The building has two facades: East Wilson Street and Franklin Street. The total project cost is estimated at $44,000.00. Based on the scope of work approved, the applicant was eligible to receive a Façade Improvement Grant up to $20,000.00, but the Council authorized an amount not to exceed $12,325.00 in order to stay within the 2010 Adopted Operating Budget authorization.
