Fiscal Note
Funding of $190,000 for the Façade Improvement Grant Program is authorized in the 2011 Adopted Operating Budget as part of the Capital Revolving Fund (p. 25). This Resolution awards grants totaling $21,175.  Following approval of this Resolution, $168,825 of authorized funding will remain for future projects.

Body
On February 3, 2004, the Common Council adopted Resolution ID # 61179, approving the Facade Improvement Grant Program to support and encourage small local businesses to reinvest in the downtown and smaller, neighborhood shopping and business areas and designating the Community Development Authority as the agent of the City for the operation and administration of the Program.  The grants are matching grants and will be provided in an amount up to 50% of the total project costs up to a maximum of $10,000 for a single facade, $20,000 for a building with two facades, and $25,000 for a "flatiron" building.  The objective of the Program is to restore, or substantially beautify, or enhance the entire facade or elevation of a commercial building.  
 
On December 14, 2010, the Common Council approved the Façade Improvement Grant to 418 E. Wilson Street (The Cardinal) (Legislative File ID 20606).The building has two facades: East Wilson Street and Franklin Street. The total project cost is estimated at $44,000.00. Based on the scope of work approved, the applicant was eligible to receive a Façade Improvement Grant up to $20,000.00, but the Council authorized an amount not to exceed $12,325.00 in order to stay within the 2010 Adopted Operating Budget authorization. All of the authorized funding of $150,000.00 for the Façade Improvement Grant Program was committed in 2010.  The applicant has requested that the City consider approving increasing the Façade Improvement Grant amount from $12,325.00 to an amount not to exceed $20,000.00 for the Façade Improvement Project at 418 East Wilson Street. The Façade Improvement Grant Staff Team recommends approval of the requested increase in the amount of the Façade Improvement Grant.
 
The Facade Improvement Grant Program Staff Team has also reviewed the following Façade Improvement proposal and has determined that it meet the requirements of the Program. The Urban Design Commission has reviewed the proposal and recommends design approval.
 
NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby approve the following Facade Improvement Grant:
 
1.      961 S. Park: Barriques
Grantee: Nolan 961, Inc.
 
There are two facades: S. Park Street and Parr Street
 
a.      Install new awnings.
b.      Install new entry door with tramson.
c.      Painting.
d.      Cement cut-out and installation of new window on north side.
e.      Install gooseneck lights.
f.      Landscaping.
g.      Install bike racks.  
h.      Install new signage.
 
          Total project cost is estimated at $26,229.00
          Façade Improvement Grant not to exceed $13,500.00
 
BE IT FURTHER RESOLVED the Common Council does hereby approve increasing the amount of the Façade Improvement Grant to 418 E. Wilson Street from $12,325.00 to an amount not to exceed $20,000.00.
BE IT FURTHER RESOLVED that the Mayor and City Clerk be and hereby are authorized to execute grant agreements with the grantees and any other documents necessary to complete these improvements.
