The total cost of this contract is $54,000. The Madison Public Library Foundation will contribute $15,000, and the remaining $39,000 will be funded through the Library's Operating Budget.

Authorizing the Library Board to enter into a contract with OrangeBoy Inc., to provide consulting services for strategic planning for library services in Madison.
Body
WHEREAS, the Library Board has determined that it would be valuable to obtain data and consulting expertise to assist in strategic planning efforts; and
WHEREAS, OrangeBoy, Inc., offers an analytical approach to public library planning through a multi-faceted research effort that provides a better understanding of library user behavior and library usage trends based on three key deliverables: in-depth analysis of cardholder usage, on-site observation of user behavior (by site), and stakeholder (library board and staff) assessment; and
WHEREAS, this firm has a good track record with other uban libraries, including Cincinnati and Hamilton County (Ohio), San Diego (California) Public Library, and the Columbus Metropolitan Public Library (Ohio); and
WHEREAS, the Library Board approved a consulting services contract for $54,000 at its January 27th meeting, with the contract continuing until the process is complete; and
WHEREAS, the Madison Public Library Foundation has approved $15,000 for this project, with the remainder being paid from the Library's budget; and
WHEREAS, per Madison General Ordinances, Section 4.26 (4)(a)9., the City may enter into negotiated contracts without a competitive bidding process for the purchase of services if otherwise authorized by resolution;
NOW, THERERFORE, BE IT RESOLVED, that the Library Board is hereby authorized to enter into a contract with OrangeBoy, Inc., on a sole source basis to provide consulting services for planning for library services in Madison.
