Title: SUBSTITUTE - Amending Section 38.05(3)(f), creating new Sections 38.05(3)(g) and renumbering current Sections 38.05(3)(g) through (n) to Sections 38.05(3)(h) through (o), respectively, of the Madison General Ordinances to make mail notification mandatory for new or transferred retail alcohol beverage licenses and sidewalk cafes and providing that all Common Council members and neighborhood associations receive notice of ALRC meetings.

Fiscal Note
The City Clerk estimates that costs related to printing, labeling and postage for the notices would exceed $40,000 per year. Neither the 2009 Adopted Budget nor the 2010 Requested Clerk's Office Operating Budget provides funding for these expenses. If this ordinance is adopted, a resolution amending the 2009 Operating Budget will be required. Additional funding for the 2010 Clerk's Office Operating Budget will also be required.

DRAFTER'S ANALYSIS: This ordinance makes mail notification mandatory for new or transferred retail alcohol beverage licenses and sidewalk cafes and will provide that the City Clerk will notify members of the Common Council when applicants or transfers of Class A or B license or sidewalk cafes will be before the ALRC. Neighborhood and business associations, if any, will also be provided such notice.
