The City has been notified that they will receive $817,092 from HUD as part of the 2009 American Recovery and Reinvestment Act, Homeless Prevention and Rapid Re-Housing Program. A previous Resolution (RES-09-00407, Legistar #14334) amended the CDBG 2009 operating budget to recognize these grant revenues and to provide the general authorization for the expenditures.  This Resolution authorizes the specific expenditures.  Five percent (5%) is available to the City and the sub-grantee (CACSCW) for administrative costs. The City proposes that the administrative dollars shall be split with CACSCW  with each party receiving $20,427. CAC will serve as the coordinator of a 9 agency collaborative effort in the two year program while the City will be responsible for program compliance with federal regulations and reporting.

Background: The City will receive $817,092 in federal stimulus funds administered by HUD for eviction prevention and housing stabilization activities. The City will retain 2.5% in allowable administration costs and proposes to contract with Community Action Coalition of South Central Wisconsin (CACSCW) to provide eligible services. CACSCW will serve as the lead agency on behalf of a collaboration of eight additional agencies serving the Madison area. These agencies include Porchlight, Tenant Resource Center, Legal Action of Wisconsin, Independent Living, Tellurian, YWCA, The Road Home and The Salvation Army.
 
The City did a coordinated Request for Proposal (RFP) process with Dane County Human Services which will have an additional $273,118 in HUD funds available for the same activities to serve eligible households outside of Madison in Dane County. CACSCW was the lone applicant, however, additional qualified service providers are included in this collaborative proposal.
 
According to HUD regulations, these funds must be under contract no later than September 31, 2009. Both the City and County will enter into a two year contract for services. This is "one-time" money; following the end of this contract, no additional funds will be available.

WHEREAS, the American Recovery and Reinvestment Act (ARRA) of 2009 provides $817,092 to the City for Homeless Prevention and Rapid Re-Housing Program (HPRP) for the purpose of providing financial assistance, housing relocation, and housing stabilization services for persons who are homeless or but for this assistance would become homeless; and,
 
WHEREAS, the City's Community and Neighborhood Development Consolidated One Year Action Plan (2008) sets forth the housing, economic development and neighborhood activities of the CDBG Office using federal, state and city funds; and,
 
WHEREAS, the amendment to the Plan allows the CDBG Office to expend Homeless Prevention and Rapid Re-Housing Program funds to some homeless persons and those at risk of homelessness; and,
 
WHEREAS, a Request for Proposals was issued by the CDBG Office on 6/8/09 and the Community Action Coalition of South Central Wisconsin submitted a collaborative proposal involving a total of nine agencies that propose providing eviction prevention and housing stabilization services to eligible households in the Madison area and the proposal was ranked by CDBG Office staff and the CDBG Committee Chair and judged to be a very good proposal; and,
 
NOW THEREFORE BE IT RESOLVED, that the Common Council approve the CDBG Committee's recommendation to select Community Action Coalition for South Central Wisconsin as the service provider for City of Madison Homeless Prevention and Rapid Re-Housing Program funding and authorize the Mayor and City Clerk to sign an agreement for services with CACSCW.
