Fiscal Note
The Resolution creates a new, .5 FTE Street Vending Monitor in the budget of the Economic Development Division. Currently, funding for a half-time, hourly Monitor is included in the budget. The upgrade of the Monitor function from an hourly to a permanent position is part of a restucturing of the City Street Vendor licensing and monitoring program, which, in addition to this position upgrade, includes a series of fee changes and the introduction of a new fee for late night vending (introduced under a separate Ordinance, Legistar # 13729). The fee changes are estimated to generate an additional $14,000 annually, sufficient to cover the costs of the position upgrade, but the proceeds of which will be credited to the City's General Fund Revenues. Therefore, for 2009, an appropriation of $12,318 from the Contingent Reserve, and a subsequent amendment to the budget of the Economic Development Division is required. The 2009 Adopted City Operating Budget appropriates $1,200,000 in Contingent Reserve funds, $5,000 of which has been committed thus far.
