Amending Sec. 26.13(1) of the Madison General Ordinances creating a definition for performance space and adding this language into the definition of child safety zone.

DRAFTER'S ANALYSIS:  This amendment expands the definition of child safety zone found within Section 26.13 to include performance space and creates a definition of performance space.  This amendment prohibits an individual convicted of serious child sex offenses to loiter and exhibit unlawful behavior at performance spaces geared towards child-oriented activities.

The Common Council of the City of Madison do hereby ordain as follows:
1.      Subsection (1) entitled "Definitions" of Section 26.13 entitled "Unlawful Behavior in Child Safety Zone" of the Madison General Ordinances is amended by amending or adding therein the following:
"Child safety zone" means all areas within two hundred and fifty (250) feet from the edge of any parcel of real property upon which any school, day care center, performance space or playgrounds are located and all areas within twenty-five (25) feet of school bus stops."
"Performance space" means a venue which is held open to the public where performances or events oriented toward children, as demonstrated by advertising or other evidence indicating that children are the desired audience, are taking place."
