Fiscal Note

Funds are available in the Contingent Reserve for this $100,000 appropriation.  The current Contingent Reserve balance is $408,000.  The funds will be appropriated to the Police Department overtime salaries account and reallocated to the appropriate detailed accounts after the Police Department develops its implementation plan.  There is no impact on the tax levy or State Expenditure Restraint Program eligibility limits.

SUBSTITUTE - Amending the 2007 Operating Budget to appropriate $100,000 from Contingent Reserve for Citywide Neighborhood Safety Initiatives.

Body

WHEREAS, during the months of August and September, 2007, the Mayor and the Madison Police Chief have participated in neighborhood listening sessions throughout the City; and

WHEREAS, large numbers of neighborhood residents attended and spoke at those neighborhood listening sessions, expressing serious concerns over public safety in their neighborhoods; and

WHEREAS, the Mayor is assembling resources in the 2008 City Budget to help address the public safety concerns expressed by said neighborhood residents; and

WHEREAS, the Mayor, neighborhood residents and public safety officials have identified a need for more immediate responses to these public safety concern; and

NOW, THEREFORE, BE IT RESOLVED, that the Common Council appropriate $100,000 from the Contingent Reserve to the Madison Police Department to support neighborhood safety initiatives throughout the City;

NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Madison Police Department will work with alders, neighborhood stakeholders and other City agencies to develop an implementation plan for such neighborhood safety initiatives and shall share such plans with the Common Council no later than Oct. 30, 2007;

NOW, THEREFORE, BE IT FURTHER RESOLVED, that no later than April 30, 2008, the Madison Police Department will submit a report to the Common Council on the outcomes of such neighborhood safety initiatives.
