Fiscal Note
The proposed resolution amends the Engineering Facilities Management 2019 capital budget by accepting up to $125,000 of incentive cash reimbursement from Focus On Energy and appropriating up to $125,000 of additional expenditure authority to the 2019 Sustainability Improvements capital program.
The projects that are anticipated to receive cash incentives from Focus On Energy are:
Madison Municipal Building (MMB)
Midtown Police Station
Goodman Parks Maintenance Building
Goodman Pool
Engineering Operations Building Addition
Fire Station 14
Police Training Facility
The 2019 adopted capital budget authorized $750,000 of GO Borrowing in the Sustainability Improvements capital program within Engineering Facilities Management's capital budget. The program supports the implementation of Madison's Sustainability Plan via solar installations and energy efficient upgrades throughout the City.

WHEREAS, Focus on Energy is an energy efficiency and renewable resource program funded by the state’s investor-owned energy utilities, under Wis. Stat. § 196.374(2)(a), and participating municipal and electric cooperative utilities. The program works with eligible Wisconsin residents and businesses to install cost-effective energy efficiency and renewable energy projects. The program is administered by Shaw Environmental and Infrastructure, Inc. and/or its parent company Chicago Bridge and Iron Company or CB&I (“Program Administrator”) under contract with Statewide Energy Efficiency and Renewable Administration, Inc. (“SEERA”); and,
